Dell Road
Site/Woodland Lakes Apartments
The Dell Road Site was a 102-acre property comprised of largely undeveloped land, however, Fitzgerald Henne's research found that a portion of the property formerly contained a slaughterhouse complex, the remains of which were still present on the property, and that other portions of the property were first mined for sand and gravel, and later filled with debris. Fitzgerald Henne's subsequent testing of the soil and groundwater on the property revealed the presence of high concentrations of heavy metals, in particular, arsenic and lead.
At the request of its client, and with the cooperation of the local governmental agency, Fitzgerald Henne helped establish a local Brownfield Redevelopment Authority and prepared the first Brownfield Plan that allowed the property to be redeveloped with the help of tax-increment financing after remediation activities were completed. Without the Brownfield Redevelopment Authority, the property cleanup would have cost the new property owner over $1,000,000.
Today, the property contains a fully-occupied 344-unit apartment complex with a clubhouse area, pool and park areas. Approximately 44 acres of the property were donated to the township for use as a park.
